Turn the rubber tire inside out. Lay the tire on flat ground for best stability.

Draw a design on the top edge of the tire with chalk. Choose something relatively easy to cut, such as triangle points.

Cut out your design with the knife or saw. Start at the tread and end at the rim for each cut. It is easier to control the knife or saw this way. Discard tire cuttings.

Pull the top edge of the tire that you just cut out to invert it. Place one foot inside the tire to hold the hold the bottom of the tire down, and pull the design at the top up, out, and toward you. This is difficult and may require more than one attempt. Keep doing it until the tire retains its new shape.

Paint the tire using exterior, water-based paints. Allow to dry.
